Candidates

Here is the list of candidates for Elections with a short statement on who they are.

Note: The following, Franck Martin, Pese Maatia, Les Allinson, Tenanoia Simona Taupo, Christina G (Kuper) Wini, Titeem Auatabu
have expressed an interest in working as a Board with Rajnesh Singh as Chair.

Chair Candidate # 1
Rajnesh Dhirendra Singh
Biography: Graduate Engineer in Communications Systems Engineering with Honours and Automation & Control Systems Engineering. Member of Institute of Engineers, Australia and IEEE, Member of Balloting Group IEEE Standards Association and Fiji Telecommunications Cabling Standards Advisory Council. Served on South Pacific Games Suva 2003 Organising Committee and was Project Manager IT for SPG 2003 as well as Chair of Hardware & Networking Group within the SPG Technology Committee. In the past has served on PICISOC Board as Secretary. Has designed and deployed numerous Wireless and Wired networks in the Pacific Islands and consulted on Communications Infrastructure for medium to large companies and organisations. Current areas of interest are Network Systems (wired and wireless), Power Systems, Standards and Technology Management. Currently serves as Director Engineering & Business Development for PATARA, Fiji.
Statement: In the short few years PICISOC has been in existence, it has grown into an Organisation reflecting a wide-cross section of ICT professionals and practicioners across the Pacific region.The challenge for me personally would be to grow PICISOC into an Organisation truly representative of an evolving ICT environment which focuses on improving awareness and access to technology available, and in doing so, going some way to achieving our parent body, ISOC's, objective of "the Internet is for everyone". We will do this by promoting ISOC's objectives of strengthening the internet community through education and training, discussion, and contributing to public policy initiatives. PICISOC also needs some level of financial independence to achieve all this and and an improved presence in each Pacific Island country to ensure there is continuing development and outreach.
Vice Chair Candidate # 1
Franck Martin
BioGraphy: Chartered Engineer in ICT, Currently ICT specialist in SOPAC on a EU funded project, Born in 1968.
Related Experience: Vice Chair of PICISOC for many years. Set up Tuvalu ISP and one ISP in Fiji, worked in Samoa, Kiribati in streamlining the ISPs. Installed the ccTLDs for Kiribati and Nauru. Currently installing e-government servers in 14 Pacific Islands countries.
Statement: PICISOC needs to gain more legitimacy and have a working team to be recognised as a powerful Internet consumer based group in the Pacific to facilitate "Internet for Everyone"
Treasurer Candidate # 1
Les Allinson
BioGraphy: ICT manager of FFA (9 years) in Solomon Islands and then SOPAC (12 Years) in Fiji
Related Experience: At FFA he implemented the regional register and logsheet database for foreign fishing fleets in the region, multilateral treaty system for the US purse seine fleet, PEACESAT based regional communications network and initiated the vessel monitoring system. He applied this experience in establishing the Regional Data Centre and communications network at SOPAC and developing scaleable GIS and IT solutions for member countries and regional projects. Before joining FFA he worked at the Australian National University in the Research School of Earth Sciences. Leslie holds a BSc in Computer Science from the Australian National University and Diplomas in Mechanical and Electrical Engineering
Statement: PICISOC needs to strengthen its core values: membership and ICT user representation
Treasurer Candidate # 2
Fuatai Purcell
BioGraphy: Educated at Victoria University of Wellington where she acquired a Master of Commerce and Administration and a Post graduate diploma in Information Systems Management. Worked as an IT Business Analyst consultant in New Zealand for 12 years in large organisations including Telecom NZ, Wellington City Council, ACC, NZ Bank, National Bank etc. Served on the Academic Board of Victoria University for 12 months. Invited chair for the Global IT Management Association 2001 & 2002 on the Societal impact on IT session. Invited speaker to numerous conference including the Asia Pacific Regional Meeting for the World Summit on the Information Technology, PITA conference, ICT and Gender conference, WSIS Thematic meetings etc. Appoint to represent small island on the UN Task Force for Financial Mechanisms, Appoint to represent the Pacific islands at the Open Regional Dialogue for Interent Governance, Organised the Samoan Delegation to the first summit of the WSIS. Recruited by the Samoan Government to help the National ICT Committee in developing a National ICT Strategic Plan that was launch March 2005. Bestowed with the family Matai Title being the first woman Matai in the village 2003.
Statement: Focus on increasing the awareness of Pacific People on matters concerning the media as an agent for change.
Secretary Candidate # 1
Pese Maatia
BioGraphy: Senior ISP Officer, Department of ICT in Tuvalu, born in 1978.
Related Experience: Managing Tuvalu ISP, Installation of new Government Building Network, Wireless Project for Funafuti.
Statement: PICISOC needs to establish as a non-profit organisation to starts recieving funds from various organisation to help with organising PacINETs, trainings and other events beneficial to the development of ICT in the Pacific.
Secretary Candidate # 2
Anju Mangal
BioGraphy: I have a Bachelor of Science (Information Systems/Geography/GIS) and am currently pursuing my studies in a Masters in Information Technology and hold the position of Information/Publication Assistant at the Animal Health and Production services in the Secretariat of the Pacific Community. Briefly I have listed out my responsibilities:1. Updating and maintaining the PAHIS database and providing training and assistance as required to users on PAHIS software. Assist in the dissemination of PAHIS database to Animal Health colleagues around the Pacific via electronic media (e.g. the Internet) and CD’s. 2. Coordinating internet development, Updating and maintaining Animal Health and Production Service website which will include the following: the installation and maintenance of the map server & maintaining web server (or map server) using TOMCAT (java servlet container) and MapInfo?. Ongoing revision of the website. Data entry and design of thematic maps for the website using MapInfo?. Automation and design of forms for the PAHIS database access version. Installation of the SQL database on the web server. 3. Design and layout of animal health publications including the PARAVET materials (Paravet CD’s, labels/covers and student/tutor booklets, brochures, leaflets and posters and Paravet certificates).. 4. Using GPS and MapInfo? (GIS graphical Software) to create maps and create and maintain a range of spatial data for waste management project.
Statement: I want to work with the incoming board to increase awareness of PICISOC and to encourage more women to contribute and participate.

Tenanoia Simona Taupo
BioGraphy: Support Computer Technician for Tuvalu ICT, USPNet Operator Tuvalu USP Extension, currently Developer for Tikiwiki.
Related Experience: Managing Tuvalu ISP, Representing women in IT for Tuvalu in the Media, commiting as a Developer for Tikiwiki.
Statement: Making PICISOC look promising in the future, and gears a powerful internet for everyone in the Pacific.

Christina G (Kuper) Wini
Biography: Currently working as a freelance software programmer in Honiara, Solomon Islands. Just completed an ICT consultancy contract with SOPAC. A Solomon Islander born in 1978.
Related Experience: Worked as a trainee programmer with SOPAC in the development of the Mapserver interface for deployment around the Pacific Region. Additional work was done recently to translate a Mapserver interface language script into Solomon Pidgin.
Statement: To participate in educating Pacific Islanders embrace Internet technology for development. To assist in finding solutions to make the internet more viable for pacific island nations.
Board Member #3 Candidate # 1
Titeem Auatabu
BioGraphy: Born 1973, Chair of the Kiribati PacINET2005 organising committee, currently working with SOPAC under the EU Project as Resource Information Officer.
Related Experiece: In 2003 worked with Foundation for The People of The South Pacific (FSP) as a Development Project Officer under the CIRAD Project. Have experice in writing script and directing plays.
Statement: Make PacINET 2005 a successful event

Results

The Election was possible with the great help of InternetNZ who acted as third party to ensure a mail based secret ballot system.

I have received 41 votes in total.
1 vote ignored due to being a duplicate.
4 votes discounted as invalid.
36 valid votes.
Not all voters voted for all seven positions.

The list of persons, in alphabetical order, who voted are at the end of this mail. All e-votes received will not be passed to anyone and will be deleted.

The rules state that non-contested seats must receive 50% +1 votes
Contested seats are simple majority.
